All vehicles parking on University of Dayton property must display either a valid permanent or temporary university parking permit at all times with the exception of:

Appeals

A parking violation may be appealed through the Citation Appeals Board within fourteen days of the date of issuance of the citation. Forms for appeal are available at Parking Services. Citations must be paid for before an appeal is accepted. Information regarding the appeal of a citation is available in a separate brochure at Parking Services.

Assessments

A student, faculty/staff member or guest charged with a violation may pay the appropriate assessment at Parking Services in the College Park Center. Citations will double if not paid within 14days.

Assignments

  • 8:00 a.m. - 4:00 p.m. Monday through Friday all permit holders must park in their assigned lots/overflow lots.
    (See Over Flow Parking)
  • 4:00 p.m. - 8:00 a.m. permit holders may park in A, C, G, P, S1, S2 (B lot 4:15 p.m.). 4:30 p.m. Friday - 8:00 a.m. Monday in any single letter lots.

 

Bicycle policy

All bicycles operated or parked on the University campus by student, faculty, or staff must be registered with the University Department of Public Safety. There will be no charge for registration. Citation Policy

Citations will be issued for parking:
 

  • without a permit
  • in an area not marked for parking
  • in the wrong lot during restricted times
  • in more than one space
  • illegitimately in an area marked for persons with disabilities
  • without properly displaying a permit
  • in a loading zone overtime
  • in a loading zone without using flashers
  • with a stolen, forged, or altered permit
  • deliberately falsifying information to obtain a temporary permit


    Citations will double if not paid within 14days.

    Persons with Disabilities

    Disability permits are sold only to faculty/staff/commuters with disabilities and are required to provide Parking Services with a copy of their state disability placard and their disability placard registration for verification. Those permit holders with a temporary disability may present a doctor's statement to obtain a temporary permit for a short time period. A State Temporary Identification is required in order to receive a temporary permit for an extended time period.

    Vehicles must display a University disability permit along with the state placard. Disability placards are not valid for resident students lots, unless assigned. Resident students with disabilities receive priority in the on-line lottery, however, are not eligible for a disability permits. Resident students must use the escort service provided by Public Safety (937-229-2121).

    Faculty and Staff

    Parking Services makes every effort to assign each full-time faculty and staff person to a lot or parking area proximate to the building in which he or she works. A new employee will normally be assigned to A or P lot until space becomes available in a lot more proximate to his or her building. All employee parking areas--A, B, C, D, E, G, K, L, M, and P -- are indicated on the map. Faculty and Staff permit holders may park in any legal ON-CAMPUS area, except for those marked with a double letter (CS, CR, FR, GR, LR, MR, SR, SV, VR, GA, and RP), between 4:00 p.m. (4:15 p.m. in B lot) and 8:00 a.m., weekdays, and 24 hours a day on weekends and University Holidays when UD offices are closed.

    Individuals who are no longer employed with UD, but who are still attending classes, are required to transfer their permit from a Faculty/Staff to a student permit. Vehicles found parking in violation of this policy are subject to impoundment.

    Waiting List

    1. All employees will be added to the waiting list automatically by Human Resources.
    2. Employees placed in lots according to hire date and building provided by Human Resources database (HP).
    3. B lot is for full time employees only; C lot is for both full time and part time employees.
    4. The top people on the list are called when space becomes available.

    Guest/Event Parking

    Guest parking spaces are assigned on a first come first serve basis with limited space availability. Please make request as soon as possible when preparing for a guest/special event. Request guest parking one of the following ways: 

    1. Fill out our on-line guest/special event:

    2. A written request can be made by completing a copy of the Mail/Fax form

    Visitor Center located at College Park and L Street and also Stonemill and Evanston (C lot):

    Holiday Parking for Students

    Students who find it necessary to bring vehicles to campus during breaks or holidays will be accommodated, if possible, on a first-come first-served basis. Any student wishing this service must make arrangements with Parking Services before the holiday break.

    Hours for Parking

    All vehicles must display a parking permit at all times with the exception of Open Parking Times

    1. Open Parking Hours (in single letter lots A, B, C, D, G, P, S1, S2 only):

    • Weekdays: Monday - Thursday 7:30 p.m. - 6:00 a.m.
    • Weekends: Friday from 4:30 p.m. - until 6:00 a.m. Monday
    • University Holidays (when UD offices are closed)

    2. Reserved lots are reserved 24-hours (at all times).

    • Reserved lots are identified by a "double letter", i.e, CS (at Campus South), RP (lots by UD houses), etc.
    • These areas are reserved to ensure parking space for residents at all times

    3. Permit holders:

    • Must park in their assigned lots Monday - Friday, 8:00 a.m. - 4:00 p.m.
    • May park in single letter lots (A, C, G, P, S1, S2) Monday - Friday, 4:00 p.m. - 8:00 a.m.
    • May park in Lot B, Monday-Friday, 4:15 p.m. - 8:00 a.m.

    Important Reminders

    Temporary parking permits, for vehicles in temporary use, must be obtained in advance of a vehicle appearing on any University of Dayton property. The vehicle should be kept off campus until such a permit is obtained.

    Disabled Vehicles
    An illegally parked disabled vehicle will be cited unless the operator notifies Parking Services by calling 937-229-2128 between 8:00 a.m. - 4:00 p.m. weekdays.  (Public Safety 937-229-2121 at all other times), obtains a temporary disabled vehicle permit, and takes steps to remove the vehicle immediately, but no later than four hours following notification.

    Loss of Citation
    It is impossible to determine whether or not a citation was on the car when the owner returned. A presumption will, therefore, govern: a citation placed on a vehicle is there when the owner returns.

    Temporary Illegal Parking
    The fact that illegal parking was brief does not constitute an excuse, or a special or unusual circumstance.

    Continued Illegal Parking
    The fact that the operator has in the past parked illegally without receiving a citation does not constitute an excuse, or a special or unusual circumstance.

    Incorrect Advice
    The fact that a person has been incorrectly advised does not constitute an excuse. In this regard, the authority is the University of Dayton Parking Services Rules and Regulations as well as any superseding Motor Vehicle Regulations.

    Guest
    Anyone attending classes or employed at the University of Dayton is not a guest.

    Impounding

    A vehicle is subject to be impounded (towed or immobilized with a wheel lock) at any time if it is found parked:

  • illegally in an area marked for persons with disabilities illegally in an area marked for Marianist parking

  • illegally in a loading zone

  • illegally in a reserved/designated space

  • on a roadway without authorization

  • so that it impedes the flow of traffic

  • in a tow-away zone

  • with three or more unpaid citations

  • with falsified registration

  • with a stolen, forged, altered, revoked, or misused permit

  • without meeting minimum State of Ohio operating standards and is deemed hazardous

  • vehicles parked on grass or dirt areas

  • parked in a 15 minutes delivery zone for more than an hour

    As a general rule towing is an extreme measure taken during periods of heavy demand to ensure available parking spaces for valid permit holders. During such times a vehicle may be towed if it is found parked:
     

  • without a permit

  • in a space not designated for parking

  • in the wrong lot during restricted times

  • in a loading zone overtime

    Impounding expenses are the responsibility of the impounded vehicle's owner. No impounded vehicle will be released until all outstanding citations are resolved.

    Lost or Stolen Permits

    Anyone who wishes to purchase a replacement parking permit because the original was lost or stolen may do so after completing a theft or lost form with Parking Services. The replacement charge is $20.00 for the first replacement. A full permit fee ( the total being charged for a new permit ) will be charged for any replacement permit purchased thereafter. The replacement charge for a summer permit will be one half the cost of the original permit fee.

    No permit required Monday - Thursday 7:30 p.m. - 6:00 a.m., Friday from 4:30 p.m. - until 6:00 a.m. Monday, and all day on University Holidays (when UD offices are closed) in single letter lots (A, B, C, D, G, P, S1, S2) only. Reserved/double letter lots reserved at all times.

    Overflow Parking Policy

    The University makes every effort to provide adequate parking for all parking permit holders. Due to space limitations, however, designated lots are sometimes full and one must proceed to an overflow lot. If space is not available in your assigned lot, you must report this to Parking Services at 937-229-2128 from 8:00 a.m. to 4:00 p.m. weekdays or Public Safety at 937-229-2121during all other times. Our department will respond by citing the area or towing.

    Resident students, if your lot is full after normal business hours, weekends, or holidays:
     

    • Call Public Safety at 937-229-2121 and they will respond by citing and towing the area.
    • Alternatively, after hours, resident student with permits may park in single letter lots until 8:00 a.m.

    Permit Cost and Refunds

    2008 - 2009 Permit cost:

  • August to August $155.00
  • Night permits only valid after 4:00 p.m. $135.00
  • Parking only from December 31st on, the fee is $72.50, or $62.50 for evening parking
  • Permit Replacement Cost $20.00
  • Temporary employee monthly permit $13
  • Permit transfer fee $10.00
  • All-year motorcycle and motor-powered bicycle permits are $77.50 or $5.00 additional for permit holders

    Refunds:

  • Permits returned within two weeks from date of purchase will receive a full refund, less citations due.
  • Anyone not needing their permit after December must return it to Parking Services within the first two weeks of
        Winter semester for a half price refund, less citations due.

    Deliberately falsifying information to obtain a permit, possession of a stolen permit, or the theft, alteration or misuse of a permit will result in a fine totaling twice the amount of the annual fee for a parking permit, vehicle impoundment and the suspension of on-campus parking privileges.

  • Permit Display

    Faculty, staff, and students will be issued a hang tag parking permit which must be suspended from the rear view mirror of the vehicle, or a sticker for convertibles and motorcycles which must be attached to the vehicle.

    These permits are transferable by their owners from one vehicle to another, but not transferable from one person to another.

    Citations issued to a vehicle displaying a University permit are the permit owner's responsibility. Misuse will result in a fine totaling twice the amount of an annual fee for a permit, vehicle impoundment, and loss of parking privileges.

    Registration

    All vehicles parking on University of Dayton property must display either a valid permanent or temporary university parking permit at all times with the exception of open parking hours. All faculty, staff, and students who park on campus must purchase a permit.

    Anyone who needs to park on campus routinely or for two weeks or more must purchase a parking permit.

    Parking permits must be purchased and registered on-line at http://parking.udayton.edu. The parking office is open Monday through Friday, 8:00 a.m. until 4:00 p.m. If you have questions please call our office at 937-229-2128. Temporary night permits can be obtained at any time after normal business hours from the Department of Public Safety dispatcher.

    When permits are forgotten, faculty and staff members must obtain one day passes from the Parking and Visitor Information Center (College Park and L Street), Lot C Visitor's Center (Stonemill & Evanston), or at Parking Services (College Park Center). Students need to obtain a temporary permit from the Parking Services office.

    Parking permits are automatically revoked when their owners leave the university community.

    Permits may be revoked when a student moves from the residence for which the permit was issued. Permits cannot be sold, loaned given away, or traded from one person to another. Anyone found violating this policy will result in a fine totaling twice the amount of an annual fee for a permit, vehicle impoundment, and loss of parking privileges.

    All citations must be resolved prior to purchasing a permit.

    Snow removal policy

    When weather conditions require University property to be plowed, vehicles will be TOWED in the following circumstances:

  • Vehicle parking on University property without a permit
  • Vehicles parked in "15/30 minute delivery zones" located next to resident halls
  • Vehicles parked on roadway without authorization
  • Vehicles parked in front of ramps/curbs/bollards

    Special Parking Areas

    Reserved Lots
    Marked by a double letters are restricted at all times to assigned permit holders only. Violators will be towed.

    Loading Zones
    Marked 15/30 min delivery zones are the only legal delivery areas on campus and are for 15/30-minute parking only. While parked in such areas, four-way flashers must be on.  Any vehicle parking in a 15/30 minute loading zone more than one hour is subject to impoundment.

    Disability Spaces
    Available only to people with appropriately designated UD parking permits.  Vehicles without the appropriate permit displayed will be towed.

    Motorcycle / Motorpowered bicycles
    All motorcycle and motor-powered bicycles must be parked in the special areas designated for such vehicles.
    Can utilize 15/30 delivery zones without flashers, however, you will still be limited to the posted time.

    Roadways
    May never be used for parking without written authorization from Parking Services or the parking attendant.

    City of Dayton Parking Regulations for Neighborhood

    Dayton  -  Parking, Stopping, and Standing

    §72.03 Standing Prohibited in Specified Places

    UD has placed RED marks on curbs designating the distance a person can legally park from the "stop signs" and "crosswalks". This will provide a reference point on the curb to help our students define where they can legally park.

    RED marks have been painted 30ft from the stop signs and 20ft from crosswalks in compliance with the legal limitations.

    No person shall stand or park a trackless trolley or vehicle except when necessary to avoid conflict with other traffic or with the provisions of this title, or in compliance with the directions of a police officer or a traffic-control device, in any of the following places:

    (A) On a paved or unpaved sidewalk of a curbed roadway except a bicycle, unless otherwise permitted by either §§ 70.09 or 70.11 of the R.C.G.O;
    (B) In front of a public or private driveway or alley. In front shall include the area within five feet of the driveway or alley width projected to the curb line or roadway edge, or the point along the curb or roadway edge where the driveway or alleymouth intersects whichever is greater;
    (C) Within an intersection;
    (D) Between the curb and street right-of-way line on a curbed street unless a temporary use permit has been issued by the city;
    (E) Within ten feet of a fire hydrant;
    (F) On or within 20 feet of a crosswalk;
    (G) Within 30 feet on the approach to any flashing beacon, stop sign, or traffic-control signal;
    (H) Within 50 feet of the nearest rail of a railroad crossing;
    (I) Within 20 feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within 75 feet of the entrance when properly sign-posted;
    (J) Alongside or opposite any street excavation or obstruction when such standing or parking would obstruct traffic;
    (K) Alongside any vehicle stopped or parked parallel to the curb or to the rear of vehicles parked diagonally to the curb;
    (L) At any place opposite or alongside a curb or roadway edge where signs have been erected prohibiting delivery, standing, or stopping;
    (M) Within one foot of another standing vehicle;
    (N) On any bridge or elevated structure on a highway

    Contractor/Vendor Parking

    Vehicles parked on campus more than two weeks are required to purchase and display a parking permit. Vehicles parking on campus infrequently/periodically may obtain a temporary permit from the visitor center.

    Permits are not required for:

    • Delivery Vehicles parked in loading dock or delivery areas
    • Freight Trucks
    • Public Service Vehicles

    Vehicles are all company or private vehicles used to conduct business on campus.

    Student Information

    Commuter Students

  • Commuter Students will be sold parking permits to park in S1 lot.
  • Graduate Students and Graduate Assistants will be sold S1 parking permits if their class is before 4:00 p.m. or will
         be sold a night permit if class is after 4:00 p.m.

    Night Permit Information

  • B lot is available for parking at 4:15 p.m. If you arrive at 4:00 p.m. please park in lots A, C, P, or S1.
  • Due to space limitations B lot may be full and you will need to park in another lot; A, C, P, or S1.
  • Everyone has to display a valid permit.
  • Due to limited space during business hours this permit is not valid from 8:00 a.m. until 4:00pm.

    Resident Students

  • First year residential students will not be permitted to bring vehicles to campus.
  • Upper class students in UD Residential Housing will be sold permits according to class via
         lottery on-line at
    http://parking.udayton.edu.

    August 7th, 2008: Graduate, Law, Seniors, and Commuters
    August 11th, 2008: Juniors (Must pick up permits from Parking Service office beginning August 18th.)
    August 15th, 2008: Sophomore (Must pick up permits from Parking Service office beginning August 18th.)

    Students in UD Houses

  • Sold permits which are valid only in the lots to which they are assigned. Parking is allowed on hard surfaces
        only such as blacktop and concrete. Vehicle parked on grass or dirt will be towed.

    UD House permits

  • A separate permit is needed for those areas not posted as RP lots.
  • Parking behind the house is for students who live in UD housing only.
  • Permits can be obtained free of charge by contacting Residential Properties at 937-229-2049, located at
        1141 Brown Street.

    Students in Non-University Housing

  • All students including Graduate/Law Students, who live in non-university housing within one mile of campus will
        have to apply on-line as a resident student.
  • Permit also valid in any single letter lots from 4:00 p.m. (4:15 p.m. in B lot) until 8:00 a.m. on weekdays and
        anytime weekends and University Holidays, permit holders may park in any single letter lot with the exception
        of special designated areas. This does not apply to free UD House permits.

    UD Express

    Parking Services is happy to announce that it has implemented a shuttle to Governor's Place, a local shopping center that includes restaurants, grocery and retail shopping, a hair salon, and a video store. The Shuttle provides free transports to students Saturdays from 11:15 a.m. to 4:00 p.m. Signs have been posted to identify each stop on campus. The Shuttle will circle campus using a clockwise loop around campus with scheduled stops at Lot-A, rear Marycrest, rear Virginia W. Kettering, SW corner Stuart Hall, Marianist/Founders Hall, Campus South and the McGinnis Center. From the McGinnis Center the bus will proceed to Governor's Place and Walmart on Dorothy Lane and S. Dixie. The bus will depart from Walmart on the hour and the last bus from Walmart will leave at 4:00 p.m.
     
    Transportation to these areas will accommodate first year resident students who are not permitted to bring vehicles to campus as well as provide convenient transportation for upper-class students. Parking Services has contracted with Buckeye Charters to provide the service and is hopeful that the shuttle will provide students with effective alternative transportation. The program is scheduled to run through mid December and will be evaluated to determine the use by students.
