The quorum is the minimum number of jurors that need to be present for a state grand jury to be able to conduct business, such as considering whether charges should be brought against someone or investigating criminal activity or the conduct of public business in the community. The list below gives the minimum number of grand jurors needed for a grand jury to convene in each state. Since a few states use different-sized grand juries for different purposes, some of the entries list quorums of different sizes (such as "14 or 8 or 12"). These numbers give the quorum needed for the various kinds of grand juries used in that state. The entry NA indicates that because of the small size of the state's grand juries, no quorum is specified. The last entry for each state is a citation to the statute or court rule that sets the quorum for the grand jury.
